Foreign Fighter Sentence
Mehmet Biber was charged as a ‘Foreign Fighter’ in Syria despite never fighting. He did join a group in Syria opposed to President Assad but it was part of the local opposition, not a terrorist group. It was not ISIS or Al Nusra.
